The victims referred in this article have been fragmented and divided
into resistant pieces and prone to incessant intra/external religion,
ethnic, racial and related conflict, war and instability. The whole
thing is like deceitful outrage in which the democracies are making
fruitless or tax money plundering effort to command and control the
Moslem/Islam, socialist, communist and non-align worlds.

The secret command and control policy statement is, "act under our
command/control and we will provide you with means of livelihood such
as food, energy, oil, defence, system of government, etc and under our
all time command, we want you to be beggars forever in as much as you
continue to DENUCLEARIZE OR DISARM AND FIGHT AS MANY WARS AS
POSSIBLE." The Publishers restate that the selection is implemented by
selection and the type of selection of heads that are weak and stooge
or controllable and able to loot, destroy the ruled and impoverish the
people and nation.

Indirectly and childishly democracies believe that under their command
the socialist, communist and non-align will continue to remain
enslaved and disenfranchised. Democracies have refused to change
secret, war, divide/rule and conflict policies and practices and use
democratic tool which is conceived traditionally as system of peace or
instrument or mechanism upon which good government maybe founded. This
traditional insight would have enabled democrats to limit cross walk
into other people/nation's territories.

Under major internal interactive selection and alliance, democracies
have selected only Christianity/Christians and declare Islam/Moslem,
Socialist, communist and non-align enemies to enable the theory of
divide/rule emerge as path to control the natural and human resources
via war and related conflict against the controlled. Starting from the
begining of the millennium democracies have been preoccuppied with war
and conflict and branding the nations/people that fail to buy this
ideology terrorist, militant, insurgent and related indecent name.

The United Nations (UN) is an outstanding groomed child and tool of
the democracies. UN is used to develop and implement oppressive
policies and cover the outcome of the atrocities committed by its
preferred and moderate state parties. Prior to the time the
democracies would be setting out plan to negotiate and resolve issues
bordering around and within proliferation, deproliferation,
nuclearization, denuclearization, disarmament, armament, etc by
through the UN against nations inside the socialist, communist and non-
align worlds, there was or there was no insight with the understanding
that there are on-going wars and there has been conflict and the
conflict could lead to additional conflicts and wars. What type of
future conflicts and wars?

For example, under the on-going fear, suspicion and related scaring
condition, nation and people are supposed to disobey UN,
International Atomic Energy Agency (IAEA) and other orders thus, to
design upto date defence science and technology to withstand future
threat, conflict and war. The reason for this expert advice is that
things are moving into wrong direction and hands. For example, there
are wars and conflicts in Afghanistan, Congo, Iraq, Palestine, Niger
Delta Region, Somalia, etc. and no democratic and non-democratic
governments in these nationalities. Shockingly, the coalition that is
enable to realize democratic and non-democratic governments in
Afghanistan, Iraq, Palestine, Somalia, Niger Delta Region, etc are
secretly preparing open up another war and conflict in Iran and North
Korea.

transitional/alternative justice theories, how is possible for Iran
and North Korea to disband her nuclear and other defence programs.

drawn up battlefield between the democratic, socialist, communist and
non-align world. Now that the world is so much learned as to know the
difference between justice and injustice, the fact for coming to
negotiate, concerns must be properly and impartially defined.

The preliminary definition must be set out in the manner of
encomp***ing the peace between different disputing political blocs. If
there were conflict between the blocs as present, therefore it is
difficult to force the left, right, center and non-align to shift.

For example, in Iran and North Korea, the regions or continents are
fighting cold war which may likely shift to physical war. Imp***e is
visible because within blocs selection has been in force to the extent
that the so called right is selecting friends within the opposition
blocs and it is hopeless for the right to force the left, center and
non-align to obey its instructions on disarmament or denuclearization.

The meaning of this theory is that the conflict has created fear which
may crash into open fight and NUCLEARIZATION. Now the expectation is
that the disputants must fortify themselves. The problem is selection
and alliance. For example, within continent and neighbourhood there is
dispute. The mediators take side and same time want the unselected
disputant to disarm. Nonsense!!!"

peoples that are boycotting and disobeying the laws of the United

mechanism of the United Nations and its system.

which are enforceable and obeyed based on the distinction of color,
race, national and international unions, etc.

c. For example, the enrichment, proliferation or transfer of
nuclear, uranium and other related arms and ammunitions were placed on

create GLOBAL POVERTY, CONFLICT AND INSTABILITY.

d. All nations and peoples that are disobeying the partial and
discriminatory UN laws have the right to do so particularly due to the

On the enrichment, proliferation or transfer of nuclear, uranium and
other related arms and ammunitions, 100% of the purpose and work of
the IAEA is discriminatory and should be resisted domestically and
internationally because the discriminatory impact has crippled nations
and peoples and created conflict and instability in the world. The
haves have become tiger or bully against non-haves.

Some democracies have captured the IAEA for bad purpose against the
majority of the nations inside and outside the United Nations - non-
align nations, Socialist/Communist Nations and all nations outside the
ideology of the dominating democracies and their allies.

The action of Iran and North Korea on the enrichment on nuclear or
uranium for good purpose have created some unfounded cries by those
that have enriched and proliferated on nuclear and uranium for good
and bad purposes. To create more and more conflict and instability in
Asia, an Asian has been nominated for the position of the Secretary
General of the United Nations.

1978 - present, the Publishers have advocated that in addition to the
intra-continental force and power, political ideologies have huge role
to play to ensure world orderliness, stability and peace. The new
peace and stability alliances are alliances created and implemented
within a given continent and by domestic nationalities within
sovereign nation.

In the 21st century, blocs "A and B" are trying to form new alliance
to use the attraction to buy some blocs "C" and "D". For the sake of
the avoidance of global conflict between Non-align nations and
Socialist/Communist Nations and Democracies brawls, the IAEA must
change its partial and discriminatory treaties.

Contrarily, to protect blocs A and B an outright boycott must be
staged by the Non-align nations and Socialist/Communist Nations
against the IAEA because the IAEA is well known errand runner for bloc
C.

The position of the IAEA creates impartial alliances which has
undermined the sovereignty of other state parties. Nuclear and uranium
proliferation and transfer or direct and indirect enrichments have
been designed to create international imbalance and conflict
relationships between the nations categorized above.

Now that the issue of enrichment and proliferation for good purpose
has arisen out, the best decision for IAEA would have been to reverse
the entire treaty to include 100% non-proliferation and enrichment
which will embargo or allow all nations free access to right to
nuclear/uranium base enrichment for good purpose - social and economic
opportunities under monitoring and control treaties to sanction bad
purposes. Prior to this legislative action, IAEA must recognize the
cruel actions of state and non-state terrorists/terrorism - see the
definition of the Publishers.

Failure in the circumstance, the best belt for the world is to
boycott partial non-proliferation and enrichment treaties because it's
a serious violation for the IAEA to grant amnesty to some nations
within NATO nations and their allies and embargo others under blocs A,
B, and D and outside the alliance of bloc C.

Under this partial prowl the opportunity creates weak and strong
nations and opportunistically, the strong nations militarily under
IAEA plan have crossed the limits to use uncontested power to engage
in fatal and bloody wars in most cases against civilian population.
The development and the people are in danger.


Publishers restate that in the search for foreign allies, war against
terrorism slipped into the hands of international racists. Profiling
under colour, race, nationality, religion and ethnic origin is the
first hand theory and concept of this war. The profile has weakened
and disarrayed the original purpose of the war. Now it is more or
less a sort of war styled under ego or statuesque to cleanse
statuette or lesser peopled based on the above marked distinction or
the unlawful power of bloc C against blocs A, B and D.

If a person is profiled and endangered, the best belt for the person
is to join opposition. This one of the major breeders of international
opposition and state and non-state terrorist/terrorism, which
unleashed high drawback against the "traditional western world which
has totally destroyed the unity of the western world or bloc C and
part of A and D."

Few years time, the union called the western world will disappear
because the nations within the western world are distancing themselves
from state cruelties, wars, diversion of domestic projects into
international hate and manhunt.

The offsetting and security techniques and theories which P. Ofume and
S. N'gomoh have proffered in late 70s and early 80s are that when
strong nations live side by side or distance places, they do not fight
and disgrace themselves including begging to put food on the table.

Latter-day, P. Ofume and S. N'gomoh started awaking peoples, nations
and leaders to follow this path in other to destroy the gang created
by the United Nations system including boycotting the rhetoric of
partial nuclear enrichment and non-proliferation treaties.

If nuclear enrichment and non-proliferation were 100% sanction
internationally, under human rights and the rule of equitable justice,
the treaties would have stood firm to sanction, check, balance and
control nations and their actions. In the determination of the partial
and gang action implemented by the IAEA by way of the action of the UN
in general, nations and peoples have been dumped in endless wars,
conflict and instability.

In this action some countries were directly and indirectly granted
usage, sale, possession and transfer amnesty. In Grenoble Meeting
(1980) P. Ofume and S. N'gomoh called on discriminated and
marginalized nations and people to boycott UN treaties and do what the
nations granted amnesty are doing including enriching on nuclear,
uranium, etc. They told the people in attendance (Grenoble, 1980) that
"time will tell because it takes time for action of cheated brain to
erupt into good or bad direction".

The nations, leaders and people enjoying the amnesty are always very
panicky, traumatized, scared, fearful, paranoiac, suspicious and
offensive each time non-align, communist/socialist and other nations
outside the cartel or gang desire to enrich or acquire nuclear,
uranium and other treaty sanctioned recourses for economic and other
good purposes. The reason these countries are afraid is simple, fear
of overthrow of the longevity of the longstanding conquered empire and
allies. These are mock syndromes to lure other leaders and nations
into punitive confrontation.

IAEA is insane for pushing partial nuclear and other non-proliferation
treaties and failed to stop the enrichment, weaponries and arrogances
of nations and leaders in possession that are using such power to
intimidate other nations and peoples.

Partial nuclear, uranium and other enrichments and weaponries were
viewed from good and bad action standpoint to be the cause of
international and intra-continental conflict, instability, poverty,
starvation, etc because the peoples, nations and leaders in possession
have used these opportunities to change governments and plough the
internal economies oversea to savage domestic economies.

In return the victim-nation is plundered economically, socially,
politically and culturally. Internationally, there is proof that the
majority of the nations where these forced actions have occurred
suffer daring poverty, civil unrest, starvation and instability.

1945 - 2005 heartless and discriminatorily, UN system has used score
of international laws and treaties to create enormous problems, which
have unleashed severe acute punishment on peoples and nations. Over
time, the punitive legislative instruments of the UN and its system
have created wars, imbalance, death, poverty and starvation.

In the start of millennium, the Publishers joined the world
observation to view several opened and closed eyes directed on all
impropriate and arrogant cold and hot wars which were carried out
without foresight as to "CONSEQUENCES" of these actions on peoples,
nations and the world.

Some of these provoking actions are the military and other campaigns -
hasty military action and forcible change of government in
Yugoslavia, Afghanistan and Iraq; retaliatory capture of Israeli
soldiers; hasty military action in Lebanon; persistent and
opportunistic Israeli military action against the Palestine;
dehumanizing and arrogant arrest and detention of democratically
elected members of the government of Palestine; Religious civil war in
Sudan; etc. In the 70s, 80s and 90s with some lesson learnt from the
past wars, the Publishers saw these mad actions of nations, leaders
and peoples across the world

The period and trend of events, 1900 - 2000 are viewed as preparatory
period for the 21st century resistance, disobedience, boycott, wars,

"scare" the disputants and push them further and further far from
peace table and peacemaking. We have advised Mr. President that any
military action will be badly regretted. Inside and outside Palestine/
Israel conflicts, we have told Mr. President that Peace or Political
Solution has less than 00.001% costs. We have advised Mr. President to
develop and learn how to talk to everybody or how to build network and
***ociation without borders. We have clearly defined state and non-
state terrorists/terrorisms. We have advised Mr. President and his
allies that the people they called terrorists are not terrorists. We
have advised Mr. President that these people are in search of social,
economic, political, cultural, nationality and religion self-
determination/rule/control. We have advised Mr. President that during
defence (self and others) people that have no instrument/equipment to
fight war or defend themselves or their nationalities must design
defence methods. We have defined nomadic warfare and closely advised
Mr. President that this warfare is a special warfare and that America
and her allies can not win such war. We advised Mr. President that
citizens of the oil producing countries (ex. Africa and Middle East)
suffer terrible poverty and that domestic and foreign oil companies,
politicians, lawmakers and their allies are responsible for this
poverty. In apportioning this blame, we advised Mr. President that
foreign oil companies, politicians and lawmakers and their allies are
responsible for the major part of the looting or capital flight across
the majority of the oil producing countries because they create loot
banks oversea which enable domestic oil companies, politicians,
lawmakers and their allies to loot the remaining wealth of the oil
producing nations. We have advised Mr. President that international
human exodus from oil and non-oil producing countries is neo-slavery
and that Americans oversea are given jobs and treated humanely and
that Mr. President is expected to show good example in international
relation and diplomacy by treating the foreign displaced experts,

others that we have found the CURE MEDICATION for AIDS/HIV in America
and Mexico and the cure medication be purchased immediately to save
lives inside and outside Africa. We have informed Mr. President, UN
and its state parties and others that AIDS and HIV are directly and
indirectly BIO-POISON and MANMADE. We advised Mr. President and
Government of America that Dr. Phillip Ofume who won the first highly
contested chairmanship election in the Niger Delta Region of Nigeria

Fact - In Brief

September 29, 2005 - present, former governor of M***achusetts, Mitt
Romney told Dr. Phillip Ofume that the secret detentions/prisons,
embargo/sanction, persecution and related cruelty suffered by the
Ofume family (and) are implemented in the state of M***achusetts by
the Federal Government of America. During the cause of our research
and investigation, we found that these cruelties were unleashed
against the Ofume family because of the above listed advice and
political ambition in Nigeria.

2000 - present, particularly referencing few hours sequel when Mr.
President was sworn into office as the President of the United States
of America, we (Ofume family and six NGOs listed below) wrote two very
urgent and unpublished letters to Mr. President. One of these letters
was captioned in part, "Stop for a minute to peruse change and
unrevealed fact about reform of the US domestic and foreign policies
and practices and how to proceed with everybody and succeed."

Then the major reason for writing to Mr. President is that during the
election period, Mr. President embedded his political campaign and
vision for change in campaign for justice, human rights, rule of law
and freedom. As people and Non-governmental Organizations (NGOs)
campaigning for justice, human rights, rule of law and freedom, we
were moved to contribute towards his success. This reason why we have
devoted time and money to contribute towards peace for America and
peace for the entire world.

Reason that our work comes with in-depth research, investigation and
revision and the type of work that has unfailing inertia and to
enable us produce at least one witness in the future for the
unpublished part of our work, in our follow up letters, we decided to
send copies to US Institute of Peace, Washington DC, USA. As further
follow-up we sent solicited and unsolicited proposals (Middle East/
Africa) to the Institute, Ford Foundation and Melinda & Gates
Foundation.

The outcome was physically and spiritually projected on today and
forever or present and future. We have followed the admission and
concession of Mr. President and his government. We found that after
time, President and his government started using the advise sometimes
under pretences. The recent admission is the advice on political
"solution and talk or ***ociate" with everybody without borders. Mr.
President and Government of America are considering or accepted our
longstanding advise to bring or incorporate regional nations into the
Middle East in effort to realize peace and democracy in Iraq,
Afghanistan and Palestine.

If the advice on peace and democratization talks in Iraq, Afghanistan
and Palestine and other advices listed above were accepted, Mr.
President do you think that the Ofume family in your country desires
the on-going secret detentions/prisons, embargo/sanction, persecution
and related cruelty.

If you still believe in part of your manifesto for your political
campaign relating to justice, peace, human rights, democracy and
freedom, we request Mr. President, government of America to change
the policies and practices directed against the Ofume family.
