Google has launched Google Groups Beta (GG3):

Is it possible to use Google Groups Beta in non-english country?
My browser is set up so it preffers czech version of page if available
- groups-beta.google.com redirects me to czech version (sometimes
groups.google.cz sometimes groups.google.com) but both are in czech and
not beta.

Try to delete your cookies for Google (cookies sometimes get corrupted)
and then save your Google Groups settings again. If that doesn't help,
you could suggest it here:
