whatever. Anybody have any experience with any of these programs?
Can they deliver or are they scams?

Top ten ranking for what exactly? Usually it'll be some nonsense term
that does your site no good at all. A) you need a top ten ranking for
a relevant search term and B) one that'll convert, make a visitor buy
something.

Maybe, but not for Google, say for French/European/International
Exalead, or Russian Aport, maybe even Yandex.

And of course not by software but rather by teams of the "search
spammers". ;-)
