It is common for spammer to post to a newsgroup hyping a site they "just
found" that turns out to be their own.

They can't. The way to get quality links to your site is to write
compelling content that people want to link to. I would guess (and this
is just a guess) that the
SEO service will pay link farms to link to
your site, then p*** cost on to you.
In any case, simple math will tell you that only 10 sites will be in the
top 10 for any search term in Google. Nobody can guarantee to make your
site one of those 10.
